Research and Development
As a small island state, Singapore faces unique decarbonisation challenges. Thus, Singapore must invest early in decarbonisation technologies to meet 2050 emission targets. METI has initiated various programmes such as LCER and LCT3 to reduce emissions from its carbon-intensive energy sector.

Low Carbon Technology Translational Testbed (LCT3)
The Low Carbon Technology Translational Testbed (opens in new tab) (LCT3) is Singapore's upcoming modular plug-and-play facility aimed at accelerating low-carbon technology adoption in the energy and chemicals sector, with a goal of commercial deployment. Located on Jurong Island as part of A*STAR's Institute of Sustainability for Chemicals, Energy and Environment (ISCE2), LCT3 will offer cost-effective, modular testbedding of emerging low carbon technologies.
The facility leverages digital twin technology for data-centric process optimisation, allowing companies to test and fine-tune their technologies faster and more cost-effectively than building individual testbeds. Companies can access LCT3 through pay-per-use projects or joint collaborations with ISCE2, targeting solutions at mid to high technological readiness levels with clear commercialisation pathways.
By accelerating technology validation and deployment, LCT3 strengthens Singapore's position as an Asian hub for low-carbon R&D, supports decarbonisation of hard-to-abate industrial activities, and creates economic opportunities through innovative solutions.
